openCode is the central platform for Public Administration in Germany for the exchange of open source software. It brings together people who are actively shaping the digital transformation of public administration - by sharing code, knowledge and experience.
Why openCode?
Modern administration needs digital sovereignty. With openCode, we are creating the basis for this: a platform on which tested open-source-software can be found, shared and further developed together. A key challenge here is to strengthen Digital Sovereignty. Instead of parallel developments in individual administrations, openCode enables a cross-level systematic exchange of proven solutions. In this way, we pool resources, create transparency and promote cooperation between all those involved.
Firmly anchored in the administrative landscape
openCode is based on a broad political and strategic foundation. The German Administration Cloud Strategy and the IT Planning Council's strategy paper on digital sovereignty form the basis for the development of the platform. openCode was initiated by the Bundesministerium des Innern und für Heimat (BMI) and the states of Baden-Württemberg and North Rhine-Westphalia.
Early 2024, the Zentrum für Digitale Souveränität der Öffentlichen Verwaltung (ZenDiS - Centre for Digital Souvereignity in Public Administration) has become responsible for openCode and is continuously developing the platform.
Open source as a basic principle
The use of open source software is a central building block for the Digital Sovereignty of Public Administration. Software projects are obliged to comply with the standards of the Open Source Initiative (OSI) when they are published on openCode. With automated checks, openCode checks whether these requirements are met and thus supports legally compliant use in administration. The open-source-code enables complete transparency and control. The free use and adaptability makes it independent of individual providers. And joint further development creates sustainable, needs-based solutions for the specific requirements of the administration.
A growing Community
Over 5,000 people from more than 700 administrative organizations are already using openCode. Together, they have compiled over 1,900 projects - from small auxiliary programs to complex specialist applications. This vibrant community of administrative practitioners makes openCode a unique knowledge repository for digital transformation. This is where cross-level exchange takes place: The federal government, federal states and local authorities work together on solutions and share their knowledge on the successful use of open-source-software.
